| No | This bulletin gives details of three new capital funds. Lord Hill announced on 19th January 2011 three new capital funds. Two funds are for sixth form colleges to improve building condition and for maintenance programmes. The third fund is to support new learner places in maintained schools, Academies and sixth form colleges. The YPLA is now working with DfE on the criteria and allocation processes for these funds, and the YPLA will be consulting with sector representative organisations and providers. | No | EEF has launched a photography competition aimed at “capturing the spirit of modern manufacturing". The competition, for professionals, amateurs and young people aged 14-19, has the support of Manufacturing Insight, the Department for Business, Innovation & Skills and The Digital Asset Lab. The competition aims to showcase the excellence of manufacturing through visually striking images of technology, processes and people...while redressing some out-dated misconceptions of industry along the way. The competition will culminate in awards for the winning entry in each of three categories – with the presentations taking place at the prestigious EEF Future Manufacturing Awards in London in January 2011. The pictures will be used to promote EEF’s Manufacturing Week in Spring 2011. Entry is via the EEF website http://www.eef.org.uk/photo/default.htm with entries closing at the end of 2010.

| No | In September 2009 Ministers agreed that local authorities should take strategic ownership of the challenge and support of school sixth forms as this would fit with their commissioning role from April 2010. All local authorities received a letter from Sue Baldwin in which they were requested in the first instance to identify by 30 November 2009 those school sixth forms in their area that needed additional support to improve outcomes. Working on behalf of the Department and in response to Sue Baldwin’s statement on providing support to local authorities, the National Strategies (NS) deployed a team of specialist sixth-form advisers from January to March 2010 to work with the local authorities and their school sixth forms. The aims were: - to support local authorities in identifying underperforming school sixth forms
- to support local authorities in the development of suitable plans to ensure school sixth forms receive the support they need
- to develop plans for SIPs to work with schools that have been identified to secure improvements
- to gather wider information during this project, which would be reviewed by the Department to determine the level of need for school sixth form improvement and to inform future support for school sixth forms.

| No | The Education and Skills Act 2008 legislated to raise the age of compulsory participation in education or training until at least 18 by 2015 and until the end of year in which young people turn 17 in 2013. Achieving full participation of young people in education or training until 18 will require all parts of the education system to play their part. Ultimately however, it will be Local Authorities (LAs) that will be responsible for ensuring that young people in their area participate and for providing the support young people need to overcome barriers to learning. To support preparations for the delivery of Raising the Participation Age (RPA) the then Department for Children, Schools and Families (now known as the Department for Education, DfE) decided that it wanted to work with a small group of areas on how best to trial elements of RPA during 2009/10. Ten Local Authorities and one sub region were identified to take part in the first phase of the Trials from September 2009 to April 2010. A second phase started in April 2010 and Plymouth LA is involved in the trials. Although the DfE have not informed us of their plans with regards to the RPA, they confirmed late July that the trials could go ahead and would be funded. The evaluation attached to this news item covered activity undertaken by Trial areas between September 2009 and April 2010 in relation to one of three themes: Information Advice and Guidance, Re-engagement of 16 and 17 year olds or the development of area wide local solutions.
We will of course keep you informed of developments in Plymouth. The theme for our trial is IAG.

| No | Six primary schools took part in the project: Mary Dean CoE, Whitfield, Woodfield; Oakwood, Beechwood and St Peter's RC. The focus of the project was very much on raising the aspirations of the Year 5 pupils. The overall responses from school staff, pupils, parents and partner organisations are that the Pathfinder project has been very successful. Evaluation after every event and a final survey measuring distance travelled has revealed some interesting and very positive results. The impact on the children appears to have been significant.

Live Unltd is aimed at helping young people between the ages of 11-25 in England turn their innovative project ideas into reality. The group aims to help anyone working in music, sport, arts or traditional business to change the world around them for the better. The Live UnLtd initiative aims to help young people to start up their own businesses, sports teams, recreational groups and host events with funding of up to £2,000 per individual, coupled with a model of non-financial support from a designated development manager in their region. Live UnLtd is in beta phase and is currently only accepting applications from young people aged 16-18 until July 2010. Applications can be made at any time.

| No | Post-16 progression measures data will not now be provided to schools and local authorities in advance of publication of the School Report Card. The DCSF is continuing to develop and test the suitability of post-16 progression measures for inclusion in the School Report Card.
In the meantime, it is essential that schools focus their internal procedures on ensuring that young people are well prepared to succeed in post-16 learning and on capturing data and assessing their progress post-16. This is vital if we are to reduce the number of young people not in education, employment or training and successfully prepare for raising the participation age from 2013.

| No | The QAS has been designed to make clear the roles and responsibilities of providers of post-16 education and training; local authorities; the Young People's Learning Agency; the Skills Funding Agency; Government Offices and central Government in ensuring that learning programmes for young people and adults are of the highest quality. It takes account of the changes to the young people's and adult learning systems that take effect on 1 April 2010. The QAS also describes the annual process for reviewing and assessing provider performance and sets out some of the evidence which may be taken into account during this process.

The first report in this folder is a short paper summarising what the latest National Skills Survey tells us about employer demand for young people' s skills and qualifications in Plymouth.
A word of caution - Please note that sample sizes used in the NESS survey related to Plymouth are too small to be statistically reliable. Plymouth Employment and Skills Board has commissioned SERIO at the University of Plymouth to undertake a full survey of employers in each of the six priority sectors, specifically in the Plymouth TTWA and this will include all NESS survey questions. They will be reporting on this later in the year.

The 14-19 team commissioned ImpAct to tour our seconday schools in the Autumn Term 2009. The post presentation questionnaire was completed by 2100 students, with 96% of those feeling that, as a result of seeing the presentation, they were now more aware of the options available to them in Year 10 and 11. | Yes | Aspiring TV producers of the future from City College Plymouth have won first prize in the 30” Commercial Challenge competition with a commercial for Deep Blue Sound. The City College Plymouth production crew won the accolade in the 2009 competition run by Plymouth Media-Partnership in collaboration Plymouth City Council Services for Children and Young People, Chew TV and Plymouth College of Art. The advert by the five gifted media students, Gavin McRae, Todd Marsh, Frances Calladine, Rebecca Shatlock and Thomas Pierpoint, will now be shown by the online broadcaster Chew TV. One of the judges, Kate Rowlands from Chew TV, said “This year’s entries for the commercial challenge impressively displayed the young people’s knowledge on how they can use the media as a powerful tool in influencing their audience. At Chew TV we understand how complex filmmaking can be and the standard produced by the young people was amazing”. All qualifying entries will be screened on www.chewtv.com in the New Year.

One of HealthTec's core values is to offer " An innovative, relevant and vibrant curriculum through experiential learning". Those colleagues who attended (including teachers from as far afield as Torquay and Exeter) enjoyed the launch which started with a stimulating introductory presentation by Clive Doulton, an inspiring Assistant Headteacher at Harbourne Hill School in Birmingham who created the HealthTec concept, and finished with an opportunity for hands-on learning. We hope to be able to upload Clive's presentation onto the website. In the meantime, we attach Kat's presentation as well as two documents which will give you a flavour of the Healthtec centre (on the Forresters Business Park, Estover). The initiative gives young people an insight into the dangers of irresponsible vehicle use and the devastating consequences that can accompany it. It draws on real life experiences of crash victim’s families and friends, fire fighters, healthcare professionals and the Police. The presentation leaves a lasting impact on those who attend. A Night Less Ordinary is an Arts Council England scheme in association with Metro, which provides 618,000 free theatre tickets to anyone under 26 in more than 200 venues across England. For more information about the scheme visit www.anightlessordinary.org.uk The Theatre Royal is taking part in this scheme and will offer the free tickets for most shows at the Theatre Royal and Drum Theatre on Thursday evenings. This years TVC Celebration Day
promises to be the biggest and best yet. In total 1,041 students
enrolled on TVC courses in September 2008 and those who completed their
course this July will be attending to collect their certficates. Nearly
800 successful students will be attending. Plymouth Pavillions will be
the venue for the big event that takes place on Wednesday 8th July. All
successful students to be in their seats by 1.45pm please to hear the Ridgeway Choir and watch the students' slide show.
Plymouth olympic diving star and ex TVC student, Tonia Couch will be attending to give some of the 'student of the year' awards. Chelsea Glover will be singing two songs from her repertoire. | 06/09/2009 |
